Barriere is honored to announce that we were awarded two 2022 Quality in Construction Awards for excellence in construction of an asphalt pavement. The National Asphalt Pavement Association (NAPA) presented the awards during its 68th annual meeting on February 8, 2023.
NAPA bestowed these awards in recognition of Barriere’s mill and overlay work on two specific projects: I-12 in Livingston Parish and two sections of LA 70 on the east and west sides of the Sunshine Bridge in St. James Parish. Despite several logistical and scheduling challenges, Barriere crews successfully completed both projects, producing smooth, high-quality asphalt pavements.
For the I-12 project, the area included 13 miles along Louisiana Interstate 12 — starting at the LA 63 overpass in Livingston and ending at the Tangipahoa Parish line. During each 9 p.m. to 5 a.m. shift, we milled the existing roadway 3.5 inches and placed a 2-inch binder overlay to minimize the road surface unevenness and provide a better and safer surface for travelers. Our team minimized the number of trucks used by having them haul away reclaimed asphalt pavement one way and bring in new asphalt on the return trip.
For the LA 70 project, the Barriere team coordinated with three separate railroad companies with assets within the project limits. By working closely with the Louisiana Department of Transportation & Development (DOTD), Barriere was able to minimize scheduling obstacles that could have interrupted progress or delayed the project’s completion. On the east bank, we milled the road 3.5-4 inches and placed two lift overlays with full shoulder reconstruction; on the west bank, we did a 2-inch mill and overlay.

NAPA represents the interests of the asphalt producer/contractor on the national level with Congress, government agencies and other national trade and business organizations. NAPA also supports an active research program designed to improve the quality of asphalt pavements and paving techniques used in the construction of roads, streets, highways, parking lots, airports and environmental and recreational facilities.
